Looks like one of those funny clips to lockers at public swiming pools so you can then clip it to your bathing suit while you frolic in the water.
ah! and here my mind was clearly in the gutter.
Look like an "old-school" safety pin...is there a story behind the picture? Macon, GA has something almost exactly like that on a sidewalk where a helicopter crashed...I was hoping maybe your's had a similar story.
see Christian's comment above - it was on the sidewalk outside the bath house at Alki Beach in Seattle; I believe his explanation is correct: it's a clip to your locker at the public pool/lake, etc. :)
